            December 2009

Valley View Casino, along with general contractor Swinerton Builders, recently celebrated
the topping off of its hotel project, an important mile-stone in the construction
of the casino's luxury boutique hotel scheduled to open in early 2011. "Topping
off' is a term used by general contractors to indicate the last concrete pour of
the top deck and represents a huge milestone in the project schedule.

"We've literally moved mountains to build this hotel," said Roger Kazemier, senior
superintendent of Swinerton Builders. "This is a huge achievement we have accomplished
thus far, and it is all thanks to our great relationships and teamwork with Valley
View Casino that we are topping off this hotel."

The new Valley View Casino hotel will have an adults-only policy. Because of guest
services and amenities, the casino anticipates that the resort will become a luxury
destination for high-rollers, discriminating travelers and the entertainment industry.

Surrounded by the natural beauty and rolling hills of North San Diego County, the
Valley View Casino Hotel, designed by JMA Architects, will be a seven-story building
featuring 108 luxuriously appointed rooms and suites, a scenic pool overlooking
the picturesque Palomar mountain range and a 5,000 sq.ft. special events center.
Just a quick trip from San Diego, Riverside and Los Angeles counties, the Valley
View Casino Hotel will be the perfect getaway for casino guests who enjoy the excitement
of a Las Vegas-style casino, but with the convenience of being just a short drive
                from home.

"This is an exciting step in our hotel construction process," said Joe Navarro,
President and CEO of the San Pasqual Casino Development Group, Inc. "The San Pasqual
Tribe will be proud to open what will surely be San Diego's finest casino hotel
to guests in 2011." "Our guests have been asking for a hotel and soon all1,100 of
Valley View Casino's team members will not only deliver that to them, but exceed
their expectations," said Bruce Howard, General Manager at Valley View Casino. "This
casino hotel is going to feature first-class service and fun that will raise our
guests' Valley View Casino experience to a whole new level!"
